Ado-Ekiti- Governor Ayodele Fayose of Ekiti State, has assured that he would prioritized the needs of communities in the state while preparing the 2017 budget.

Explaining why he is adopting a bottom-to-top approach in the complication of the 2017 appropriation bill, Fayose said projects to be executed would be based on the request on request of each town and community in the state.

Fayose gave the assurance in Ado Ekiti Weekend, while presenting staff of office to the new Alasin of Asin Ekiti in Ikole local Government , Oba Olufemi Babalola.

According to him, “State officials cannot just sit down in Ado-Ekiti and choose what the people want in the various communities across the state. If we say let us do a road project somewhere, the most important need of the people could be a health facility. We want people’s participation in the preparation of the budget.

“I want to assure all that we will try as much as possible and within available resources touch as many communities as possible. My administration still has another budget to prepare after the 2017 Budget and we will ensure even distribution of amenities. Projects that should be handled at the local government level we will encourage and support them to do so,” he said.

At another separate meeting with the traditional chiefs across the state, where he gave a vivid accounts of the state of the state , Fayose said he would interface with the leaders of every community to aggregate projects that will be injected into the proposed fiscal bill.

The governor said he recognized the need for his government to work with the traditional rulers and chiefs to give valuable information on activities of those that are plundering the state’s resources such as economic trees , farmlands and others, to shore up the internally generated revenue .

Fayose said he would visit all the 133 towns in the state to aggregate their opinions in compiling the financial bill, so that his projects can meet the yearnings of the people and alleviate their sufferings .

Fayose said the step became very important to prevent siting of projects that are against the priorities of the citizens of the state.

His words: “I solicit your support for this government to succeed. This is not about party politics and Ekiti should be our primary concern. I’ll continue to call you for this kind of meeting every three months to give accounts of governance.

“I don’t want to impose projects on our communities. I want them to be by requests because what is the essence of having a project the people will not value? Whatever we are going to do must meet their immediate demands to assuage their feelings and sufferings .

“We want to involve stakeholders in the preparation of the budget, a bottom up approach, we want to maintain the lead of being ranked first as performing best in budget implementation as we did last year.”

The forum also gave room for the government to present achievements of the Ayo Fayose administration to the chiefs and also presented a rundown of all the federal allocation that came to the state treasury since last year, with an indication that the state was having developmental challenges due to the continuous reduction in allocation coming from the federal government.

Meanwhile, the State Government has expressed its desire to stop the central payment of state and local government workers’ salaries, saying local governments will be encouraged to pay their staff at their own levels.

This hint was dropped by Governor Fayose, in Ado-Ekiti at the weekend during a meeting with Directors of Finance and Accounts, Directors of Administration, Chief Internal Auditors and others from across Ministries, Departments and Agencies (MDAs) in the state.

In a statement ‎in Ado-Ekiti on Sunday by his Chief Press Secretary, Mr Idowu Adelusi, the governor also warned public servants against signing documents without thoroughly going through them.

According to the governor, any negative fall-out from any signed document would be borne by the officer who endorsed it.

The meeting was conveyed to find solutions to the problems associated with generating wholesome nominal and pay rolls by MDAs in the state‎.

According to the governor, the state government was unimpressed with the sharp practices by some officers in charge of generating the nominal and pay rolls in the state.

He frowned at a situation where by people that had left the service or are dead still had their names on the nominal roll.

‎”Also unfortunately, such names are still not removed when the pay roll is being prepared as well. Why should we be spending our scarce resources wastefully? We are no longer going to tolerate the issue of buck passing where someone would claim he is not the one that generates the nominal roll and so does not properly go through before preparing the pay roll.

“Henceforth too, the nominal and pay rolls must be properly scrutinized by the internal auditors before being signed. The system has adequate checks and balances already in place and if not for collusion by concerned public servants, no sharp practices could take place. It is advisable that every officer properly goes through any document before signing such, as the person who endorses any document is going to be held responsible in case of any trouble,” he said.
